Multilevel Ad hoc Approval

This functionality introduces an enhanced approval process when a requested ad hoc rate is lower than the Threshold Rate.

The approval process is configured by setting up a percentage variation assigned to different permit levels of a user, allowing users to configure whether the requested rate should be approved at the local level, or at the Regional level, or at the Headquarters level.
